Capacity, Quality and Effectiveness of Primary Care—Methodological Challenges
The member of World Health Organisation Primary Health Care Security Expert Group, the Director of La Trobe University's China Health Programme in Australia, the PhD programme manager of Public Health Department in La Trobe University, that is, Prof Liu Chaojie, who was invited by the Director of West China Research Centre for Rural Health Development (WCRC – RHD) in Sichuan University——Prof Yang Min, to came to WCRC – RHD and School of Public Health participating in project seminar as the guiding expert as well as giving a public lecture from 29th to 30th March 2018.

In the morning of 29th March, the Seminar upon RoTHiS Project was held in the third conference room of administrative building, Huaxi Campus (East). Prof Liu Chaojie, Prof Yang Min, Prof Pan Jie, Prof Zhang Juying, Prof Zhou Xiaoyuan, Prof Zhao Li, Prof Li Jiayuan, Prof Ren Xiaohui, Prof Yue Lin, Dr Zou Kun, other project fellows and students had a total of 36 persons attending the seminar. Several sub-projects’ principals presented the progress reports during the seminar, and then proposed the challenges they were confronting. At the same time, Prof Liu provided some strategies and methodologies of promoting research quality and coping with research challenges while discussing with participants.

In the afternoon, Prof Liu Chaojie gave an academic public presentation on “Capacity, Quality and Effectiveness of Primary Care—Methodological Challenges” at Zhiqian Hall in Huaxi Campus (West). More than a hundred of participants, including teachers and students, showed upbeat reactions towards various exceptional propositions provided by Prof Liu in the lecture. Prof Liu’s academic report analysed the performance of basic medical capacity and service quality influenced by several aspects, such as primary medical resources and their configured effects, continuous evaluations of medical service, patients’ safe culture and the health reform (including primary drug systems, pharmaceutical centralised purchase, medical insurance systems, public hospital charging systems).

Not only intervening diversified health issues and disease status simultaneously, primary care was also aiming at long-term intervention results so that there were increasingly difficulties of investigating primary medical system and sorts of challenges were arising, like research methodologies design, evaluation index definition, data collection, data analysis, results explanations and more, while conduct a research about evaluating primary care capacity. From the aspects of the diversified goal of primary care, evaluation indexes and their risk adjustments, intervention experiments and quasi-experiments and so on, Prof Liu shared a lot of experience and feelings while he researching China primary care systems during his lecture.

In the morning of 30th March, Prof Liu Chaojie, Prof Yang Min, Prof Ren Xiaohui and more met in the third conference room of administrative building again, to discuss the unfathomed research problems which were asked by principals from each RoTHiS sub-project group. Recall the whole journey of Prof Liu, feasible constructively suggestions and revisions for project researchers have been offered by him, and students also have benefited a lot for their academic and research experience.
